Went against better judgment and purchased a small product via instagram ad on 5/13. Once I saw the look of the email confirmation I had a bad feeling - immediately clicked on customer service to cancel. They said I wouldn’t regret product but would confirm cancel in 24 hours. I now know this chat function is listed as fraudulent a scammer check website. Received an email that it was too late to cancel - had already shipped (Tracking shows it didn’t ship though for a week). Immediately contacted PayPal and have been dealing with this on here since 5/15. Product arrived thrown into a plastic bag with parts jumbled up. Return QR code on bag takes you to a vehicle website. Company cannot be googled. Website and instagram profiles no longer exist. Company also overcharged me by $9. Finally got it to where company will offer a refund if I return the small clothes stitching product but it is cost prohibitive to ship this to China without a company provided return label. We are stuck at this point. How do I get PayPal to recognize this is a scamming situation and help me? Who do I need to talk to? What other step is there for PayPal to recognize this?

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Advice is voluntary.
