I ordered something off Etsy using PayPal pay in 4 but the product arrived to me damaged and late!!

I ordered something off of Etsy but the product arrived to me damaged and late, I used PayPal pay in 4, but seller is not willing to refund me!! I tried to file a claim but PayPal states if the seller does not respond, the claim will go in the sellers favor since they have already paid for the total. 😞 is there anything I can do? This sucks because the product was suppose to be a gift for my aunt, I had to buy her something else since the gift was too damaged and arrived too late.. please help!!!

Open a dispute and escalate to a claim as long as you have tried to contact the merchant first before you escalate.
Advice is voluntary.

Sorry to hear about the issue with your recent purchase paid using Pay in 4 plan through PayPal. When a dispute is opened, you have 20 days to settle it with the seller. If you can't come to a resolution, you can escalate the dispute to a claim so PayPal will investigate this further. If the seller doesn't respond in the given time frame, PayPal will review the information provided by both sides and decide the outcome. In Significantly Not as Described (SNAD) case type, you may need to initiate the return shipment of the damaged item and upload the tracking information in the Resolution Center to receive the refund. You can always check the updates of the dispute in the resolution center of your PayPal account.
