How can I understand why my account is limited? I constantly get automated messages when I ask this. I haven't gotten a real answer yet. How can I prove that I am a real person? I uploaded my ID and driver's license photos to the site.

Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I do understand your concern regarding your account being limited. PayPal system often reviews account for potential risk which may lead to place a limitation on the account based on the information found at the time of review. I know this can be upsetting! You will be notified the reason of limitation via email. I recommend you to PayPal team to help you with what next to done and help you accordingly. Thank you but this reply is of no help to me as I have already spoken on the phone to the PayPal help center a couple of times. The one person said that he has never seen my type of South African ID document and that made me cross.

It is just pathetic - I have had ZERO updates from any PayPal admin member regarding my account limitation. What gives?
