Who do I contact if manager Scotty has closed my claim

Manager Scotty from dispute dept has closed my claim and I had sufficient info and denied me my refund although proof was uploaded item was returned and he claimed he is the only one to speak with when I asked for a manager above him

Did you provide a tracking number that is viewable online that proves delivery of the item back to the merchant via one of paypals approved couriers before the claim was closed?

 

Other than that here are the ways to contact customer services.

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
