How I close the account while it is permanently limited

Paypal permanently limited my account with Reference ID: PP-L-381909542950

I tried to understand the reason but nothing more than what they mentioned (We noticed activity in your account that’s inconsistent with our User Agreement) which does not give me a specific reason.

I waited 180 days to get my money back and it was done.

I tried to close the account online but it doesn't work. I tried over the phone with customer service but they refused because it is permanently limited !!!
This doesn't make any sense to me.

Any advise on who I can close the account?

Sadly you can't close a permanently limited account. Paypal limits it to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account.
