Fraudulent charges with locked card?

I just got a pending fraudulent charge of $99.99 from APPLE STORE, on a Sunday. I never use Apply anything. And I have never had a fraud issue. I am safe online, and have very little money.
The thing is, my card is locked. So how is it even accepting charges?

What is the purpose of the card lock though, if you can just make guest purchases and bypass it?

Well, I'm not paying for someone else's fraud charge. I thought I was protected. Not only with the card lock, but also I assumed you offered protection like everyone else. I guess I'll just max out my card and tell everyone how horrible Paypal is.

I understand your frustration and I understand why your inclination is to feel that you're not being supported. I am attempting to assist to the best of my ability, and I need your help to reach a resolution and an explanation for you. I'm not familiar with there being a way to block a card from use, and I'm looking for the steps you took to accomplish it, so I can research it more fully. I'm sorry that this has been a trying experience for you, and I hope you'll allow me to help.

Are you referring to the PayPal Debit Card, or a card issued by an entity other than PayPal?
The questions I've been asking are instrumental in understanding what happened so that a solution can be found. Since I'm moving into my weekend shortly, and I'm very interested in getting to the bottom of this before I go, I need the information I'm requesting from you for the background. I can only find a resolution with your help. Thank you in advance for your cooperation.

I have re-reviewed this conversation and it seems I misunderstood the nature of the issue, and I now understand that you are referring to a PayPal-issued card and not a card issued by another bank, as I first understood it to be. I apologize for the misunderstanding, and I'll be happy to start over if you'll allow it.
If you locked your PayPal-issued card, it should not have been able to be used. Please call the number on the back of the card to reach the experts in that card. A representative there will be able to fully investigate the charge and determine whether or not the card was successfully locked, and if not, they can look into the details of why. Regardless of that, if there was a fraudulent charge made with a PayPal-issued card, they will be able to assist you in a dispute of that charge.
Again, I apologize for the misunderstanding and I hope this is able to be quickly resolved.

Paypal finally sorted me out. But I wish it would have been easier to get help. Also, they case will be pending for 6 months. But they fixed everything for now. In other words, they may charge me again later. I hope not.
