Fraudulent charges with locked card?

I just got a pending fraudulent charge of $99.99 from APPLE STORE, on a Sunday. I never use Apply anything. And I have never had a fraud issue. I am safe online, and have very little money.

 

The thing is, my card is locked. So how is it even accepting charges?

I might also add that a week ago, PayPal said they are sending me a new card. My card is only 2 months old. Why would they do that?

So they payement was approved by Paypal and went through. 

 

A payment made on a Sunday. While my card is locked! 

 

There is NO option to report this transaction as fraud! I can report all other transactions, but not this one. It does not show up on my list of transactions. But they money is still charged me. 

 

I do not have the time or patience to call you. Is there no way to report fraud via chat or SMS or email?

Finally got them to approve my report. But they said it's up to the vendor if I get a refund! Why no charge back? Why no protection? If this is how you treat us, I'll just max out my card and never pay it!

Thank you for your post, and welcome back to the PayPal Community Forum. I'm sorry that the community has not yet answered your post. I would recommend against posting "bump" style messages on your threads, as this can cause people who would otherwise help to see that there has been a reply and bypass the message thinking that it's solved, and it is also not permitted as per the Community Rules and Guidelines

 

It appears that the charge you are describing was made as a guest transaction, if it does not show up in your list of transactions. That means that the fraudster had your credit card information and entered it at the time of the transaction, without logging in to a PayPal account. This would mean that your card information is compromised, and your card issuer should reissue the card with a different number and investigate the fraud conducted with that card, as well as the reason why it was able to go through if the card was locked by them. As there would have been no use of a PayPal account for that purchase, a claim through PayPal is not possible.

 

I'm truly sorry to hear that you've had this experience, and I hope that the card issuing bank is swift in resolving the issue for you!

How am I in violation, WHEN YOU REFUSE TO HELP ME?????

 

So you can bypass the card lock by simply checking out as a guest? How is that possible? How can you even do that? I can't. What is the point of having this as a security precaution, if it does not actually work? 

 

So let me get this straight, you offer zero fraud protection for your customers? 

 

No this was NOT helpful! What a horrible company you are. Take forever to answer, blame the victim, and then say that you will do nothing? Shameful!

I'm sorry for any confusion. While moderators and employees do from time to time answer in the Community Forum, this is primarily a member-to-member environment and transaction-specific or account-specific assistance is not possible here.  General information can be given. 

 

If the card block was requested with your card issuer, PayPal does not have the power to circumvent that, and you should inquire with them why the transaction was allowed to happen if that security precaution was indeed in place. I'm not familiar with another way that a card can be locked, but if there was some other way that it was requested, please let me know what steps you took and I will be happy to offer perspective based on the knowledge available to me.

 

Information about the ways in which we protect customers is outlined in our User Agreement, which can be found by clicking Legal at the bottom of the PayPal website. 

 

I am sorry that you have experienced fraud, and the information I have given regarding the ability of your card issuer to pursue it is what can be provided to assist you. I regret that it does not meet with your expectations.
