Are refunds possible for services?

If a person sends money to an individual in exchange for a service online such as language lessons or music lessons, is that purchase eligible for the purchase protection program, or does that only cover physical items?
If not, does that mean that absolutely nothing can be done in terms of a refund if money is sent for lessons and the seller simply does not do them?

As long as you paid as goods and services (look for mentioning of buyer/purchase protection by clicking the transaction), you may open a PayPal dispute 180 days from date of payment for services. If the disputes fails, then you may consider a credit card chargeback if you paid with a credit card.
