Anyone else unhappy with dispute rsolutions

I noticed a transaction that was not made by me.  Contacted pay pal and they closed the case almost immediately.  What happened to PayPal? No information as to why they decided to not issue a refund.  I told pay pal I had contacted the seller and they had no order or transaction number so obviously this charge was bogus.  Pay pay closes a case and does not care if it is fraud or not.   Has pay pal been bought by a different party?

If the seller had no order number but you say the transaction went through then why didn't they refund you?

Secondly does it say payment or completed on your paypal account OR pending etc?

Dealing with the same issue regarding fraud on my account from a thief who stole my phone.  Did not get into PayPal using my password but rather the one-time exception that gave them access through the same phone that was stolen.  They immediately closed the complaint and said it was not 'unauthorized' despite me providing them with the complaint.
