To ensure PayPal remains a safer place for enabling payments, we regularly review all accounts. Sometimes, limitations may be placed on your PayPal account, which could restrict you from completing certain actions: such as withdrawing, spending, or receiving money. Limitations are in place to help protect all our customers, and in some cases to meet our regulatory obligations. Protecting your account and money is important to us.

 

Account Limitations: What might cause it, and how to help avoid it?

If your PayPal account is limited, you may be unable to withdraw, send or receive money. There are a number of reasons why your account could be limited:

 

Suspicious & unusual activity

  • We suspect someone could be using your account without your knowledge.
  • Your bank alerts us that someone has used your credit/debit card linked to your account without your permission.
  • There are unexpected changes to your selling activities such as a sudden increase in your typical sales volume.

In such cases, we do what it takes to protect you from potential fraud prompted by the unusual activity– through limiting your account, and investigating.

 

You can safeguard your personal information and help protect yourself against fraud through some simple measures.  For example, don’t enter your personal or financial details when describing items for sale or in response to emails, and log out of sites you’ve entered your personal information into.

 

Regulatory reasons or business is not compliant

Your account could be limited for regulatory reasons. For example, India PayPal sellers need to include additional information to be able to accept payments in their account. Also, reaching a certain transaction value in your account may trigger a limit, which can also be removed by providing information required to PayPal.

 

There are also restrictions on what a PayPal account can be used to accept (and make) payments for. For example, PayPal doesn't allow the sale of counterfeit goods or banned items. So, ensure that your business is compliant with PayPal’s Acceptable Use Policy .


Increased buyer issues

An increase of complaints, claims and chargebacks from buyers can lead to account limitations.

 

Following some simple guidelines can help you improve your performance and reduce the likelihood of limitations. Overall, communication is key. You should:

  • Provide detailed product descriptions and photos.
  • Be upfront about policies such as shipping and returns.
  • Ship orders promptly and track shipments.
  • Respond quickly to any messages from buyers.
  • Work to amicably resolve any problems.
  • Ship to the address provided in the transaction details page.
  • Use quality shipping materials to prevent damage.

 

Removing limitations

 If your PayPal account is limited, here’s what happens:

  1. We’ll email you to let you know –  we’ll ask you to log in to your PayPal account and go to the Resolution Centre for details on how to resolve the issue quickly, usually by providing information.
  2. Once you’ve submitted the information required, we’ll review and reply via email.
  3. We’ll remove the limitations once we have verified your account. At times, limitations can be removed by simply changing your security questions and password.

Here are the types of information and documents we may need from you:

- Supplier’s invoice with contact information

This helps us determine the inventory source and validate that you have the items that you’re selling in stock.

 

- Payment information

When an invoice is unavailable, we’ll review the following information about your payments:

  • The item or service that was sold
  • The buyer’s name and shipping address
  • Proof of shipment to verify that an order was delivered

- Shipping or Tracking information

This helps us to verify that customer orders are being fulfilled.

 

- Proof of business
This provides evidence of a valid business registration and business ownership.

 

- Information for India sellers
This is to comply with our India regulatory obligations. Provide a valid PAN, a local bank account and the purpose code in your PayPal account task board.

 

- Proof of address such as bank statement or utility bill, Proof of identity such as passport or driver’s license
This helps us verify your identity when there is unusual account activity or to comply with regulations.

 

Once you’ve submitted your information, look out for any more emails from us as we may need additional details. We’ll do our best to confirm your information and remove the limitation within 2 business days, but sometimes it can take a little longer.

 

Quick Tip: If your PayPal account is limited, don’t open a new account. It could be traced back to the limited account.  It’s always best to resolve the limitation. We will guide you through it and restore full access to your PayPal account as quickly as possible.

PayPal are a joke (and not a funny one).

 

Their algorithms can't cope when business increases - even when you have warned them that it would happen.

They system doesn't link to SquareSpace or Shipstation so you have to enter tracking details again.

They then ask for proof of delivery, which is provided WITH ACTUAL PHOTOS OF ITEMS DELIVERED and then ask again for tracking information

Trying to update information to remove limitations is impossible as you get booted out every 3 minutes and lose the information provided.

 

PayPal are currently withholding over £30,000 of funds for goods that have been delivered over the past 3 weeks and making ever more spurious demands for "further information".

 

Next stop will be lawyers. It's an absolute scandal.

My account has been limited also and PayPal is refusing to provide any information as to why, which is very frustrating once your entire business relies on PayPal! 

 

I will never use paypal ever again and I always advise people I know to stay away from PayPal also, it's been months since my account got blocked with no way to resolve it, talked to multiple agents but none of them wanted to review my website manually or anything, this whole company is ran by bots and it will be it's downfall.

They have done the same to our business. Holding on to £33,000 for up to 180 days (these are for normal goods, which have been dispatched / delivered).

 

Interestingly, we immediately removed PayPal as a payment option from our website and it's made absolutely no difference to conversion rate, in fact it's been better.

 

PayPal are an absolute nightmare to deal with on every single level. I hope people take notice of this before you get caught by their algorithms - the system can't cope with any business that experiences any sort of growth and you get thrown into a "reserves" situation.

My account is limited and i am trying to resolve the issues but while uploading the required documents it is saying" that we are sorry . we are having triuble uploading your documents. please try again. " i dont know what is the problem here. despite i tried all the sizes and formats of the documents but still its the same. Need help.

at what point - will PayPal trust a business? Like, is there a certain number of transactions we need? a certain sales dollar amount? number of years been active? I ask, because it's very strange that one non-US non-verified PayPal customer can dispute any transaction at anytime and the business is presumed guilty immediately.  And even with a tracking number and proof of delivery - and the business is still out the money for up to 90 days. Facts.

I have been banned after using Paypal from its early days as a regular user under my maiden name. I recently tried to update my name to my new married name. Both are legal names! By doing so, Paypal banned me permanently from using it, and now i'm locked from my account. I tried getting support from Paypal but nobody is returning my calls. I cannot post in Paypal's community center as I am banned from it too! It is absurd, I have not done anything illegal, just trying to update my maiden name to my married name. 

Anyone who was able to solve this? I am quite surprised by Paypal as I am using it for many years, as a regular but frequent user on very much regular stuff e.g. movie subscriptions, regular online purchases, etc.

I opened a Business account. Right after opening, it was instantly put to a permanently limited status for no reason without any explanation. I cannot even close the account or try again. Tried contacting Cutomer Support - after some attempts a nice representative said it was a technical issue, contacted the verification team and they need to re-run verification. I sent the documents asked for - then the rep said some time later that due to an other internal the process needs to start over and I should just wait until the team can sort this out. This was more than a month ago and nothing happened since. I tried asking about an update but no support representative is available to me (probably PayPal ghosts limited users?) and to my emails I only get a quick canned response that essentially says, permanent limitations are permanent... I can't reply to these emails as my replies cannot be sent due to "technical difficulties". At the same time PayPal is sending me messages about exploring the service, creating paylinks, improving my business, etc. I simply don't understand what is happening and why - it's like some surreal novel of Franz Kafka's. 🙂 Never experienced anything like this with a financial institution.
