unauthorised transitions on Paypal

So a couple of weeks back I get a few notifications from my bank saying money is being added then put back into my account in the same second. I check all my accounts and everything seems fine. The next day I get a random transaction from my PayPal account from a company I've never heard of before using rubles so I'm guessing they are Russian I look into it further and someone set up a preapproved payment. I dispute it with PayPal they agree and then refund the money. So for security purposes, I change my password, and I set up 2 step authentication, I also change my security question. I change my password to the email connected to my PayPal and I block the company as a pre-approved payment so shouldn't be able to make any more transactions. forward 1 week and I get another transaction from the same company through a pre-approved payment I don't understand how this could occur due to all the steps I just made, once again I make a dispute through PayPal on unauthorized access to my account but this time they deny it and I can't even contact them regarding this as once it's closed you can't dispute it further. I tried calling them but I just get into an infinite loop of them asking me for a 6 digit code I never got, I say no then they ask for my phone which I give but then it just circles back to them asking for a 6 digit code 1 time code right after. I'm extremely stressed as I just do not understand how this money is being taken with all the extra steps of security I have added and that I can't get this money back
