Why can i not get help for a package fedex didnt get to my house?

I had FedEx deliever a package to an address it was not supposed to go to. diamonds. Fed ex has noted in the case that they did not make it to my address. the seller refuses to try and resolve this. so i took it to dispute. they told me hey checked with fed ex and was told it was delievered. so i called fedex again. Not only did Fedex confirm the case says it didnt make it to my address, the informed me they had not been contacted by paypal. Unfortunatly, since i wasnt sending it, and didnt get the postage myself, fedex needs the seller to contact them. but the seller refuses. and paypal refuses to do anything about this Im on my second call to them. the first one they hung up on me after an hour of being on hold.
what am i supposed to do? cause im about to figre out how to transfer my business to something and refuse to ever use paypal again

I am sorry to hear you have not received your item. I know this must be concerning. When an Item Not Received dispute is opened, we will request the seller to provide proof of delivery. This would be an online tracking number.
If the tracking number shows the item was delivered to the address on the PayPal transaction details, the dispute would be closed in the sellers favor. It sounds like this is what has happened in your dispute.
If you have been in contact with the shipping company, and they have confirmed to you that it has not yet been delivered, I would request them to provide you proof of this. If you can provide sufficient evidence to show you have not received your item, you then may be eligible for an appeal.
