My account access is permanently limited and the support doesn't even want to accept the appeal.

Greetings, I did not receive any response and explanation about the block and its reasons.

The mail indicates that the blocking can be appealed. They didn't even tell me the reason for the ban. They just disabled the account when I sent the documents and that's it.
All my data belongs to me, the bank account is valid. I did not make any actions or payments on my account, only returned the funds sent by mistake.
How could this be involved in possible fraudulent or high risk behavior

I did not perform any actions that violate the terms of the PayPal. I can confirm and provide any documents to establish my identity. I am located and live in the country of Bulgaria, which is why I registered in the Bulgarian branch of PayPal.

Most common reasons for an account limitation are:-

1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not being in the country where you have opened a Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks OR items that violate their acceptable use policy.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.

If none of those then.........

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Thanks for the answer.

1. There were restrictions, but they were removed more than a year ago.
2. No, only my Bulgarian 5g
3. No, I've been in Bulgaria all this time.
4. 28
5. I had an account in the past, but it was connected to Russia, from which PayPal completely left, and accounts are disabled.
6. Everything is like in my passport
7. I don't do sales.
8. A friend transferred money to me by mistake to my PayPal account instead of a credit card, I immediately returned it and received a block.

Support has been ignoring me for a month. Although the e-mail message spoke of a possible appeal. And their last answer was this.

We appreciate your interest in PayPal. Unfortunately, our decision to close your account is final.

PayPal reserves the right to close any account reported to be involved in possible fraudulent or high risk behaviour. In the event of a dispute, PayPal will seek to recover the funds from you by debiting your PayPal balance. If the funds from your PayPal balance are insufficient, PayPal reserves the right to collect your debt to PayPal by any other legal means.

If you have money in your PayPal balance, we will hold it for up to 180 days. After that period, we will email you with information on how to access your funds.

In order to protect the integrity of the PayPal service, we cannot disclose the specific criteria that we sometimes use to limit access to accounts.

For more information on reasons why we might limit access to accounts, please refer to the ‘Closing Accounts and Limiting Account Access’ section of our User Agreement. You can find the User Agreement for PayPal Service by clicking ‘Legal Agreements’ at the bottom of any PayPal page.

We regret any inconvenience this may cause.

Sincerely,

PayPal Account Review Department

Does it make sense to write through social networks? As far as I read, they absolutely do not care about ordinary users and it is much easier to completely block than to admit they were wrong.
