Am i able to get a refund?

What do i do if the courior takes my package? I have security cameras that recorded him putting the item down taking a photo and then taking the package back. I tried claiming that i didnt recieve the package but paypal refused the claim saying that they recieved shipping tracking

Make a theft complaint with your local police > get a crime number and then contact the courier company to report the theft of your item?

Not fair to make a paypal dispute for non receipt of item as the seller who has done nothing wrong would lose money.
