Who should accept the dispute process?

I've sent money to the wrong person with g&s. I started the dispute process, and he answered, that I need to ask paypal for the dispute? Doesnt the seller has to accept that? Or how does that work?

Go into the dispute and escalate to a PayPal claim because it seems like the recipient don’t know how to issue a refund or something.
