Hi,

I need help from Paypal and the community in resolving my case with a scammer. Unfortunately, it is my first time to report a dispute,

I filed as "unauthorized transaction" but actually it is to file "not being able to receive the item" and that seller has not return any responses regarding the shipment of my goods.

I feel helpless that Paypal would not try to look into this. Since the Case closed automatically and that their customer service is unreachable now because of the Covid-19 crisis situation. I have purchased with the total of $19.98 x 6 transactions = $119.88. I can provide screenshots to prove my case.

I saw this shop through facebook then it lead me to the website opting me to pay through paypal express with my credit card. As you can see the website and the website has the name  "Lingc.Youp" that is registered to the scammer's account in Paypal. I have also read and confirmed reviews and reports that the website is a scam newly registered last March 2020.

Website you can see is selling the scooter offering to ask buyers to purchase here through paypal express.

Same thing happened to me.  My dispute was automatically closed.  I  had posted about 10 requests for PayPal to escalate my dispute to a claim during the week before they closed my dispute with no response from PayPal.  I  never order anything from unknow companys that don't have PayPal.  Now I will not order from ones who have PayPal.

This company has many names under them and LingC.Youg is one. I purchased a picnic box, received a fake tracking number and after 3 months for contacting them via emails, I filed a product not received claim with PayPal. Immediately, I recieved another tracking number that took another two weeks to receive a plastic container! PayPal closed my case and refused to refund my money. I continued to bomb all the different company’s emails with my thoughts on the company’s and people involved. Reply’s were for 30% refund with me returning the plastic back to China. My reply’s always contained choice words and phrases. Got reply for 70% back. Sent off more emails DEMANDING MY FULL REFUND! I finally received full refund if $19.97. I also sent an invoice from my paypal account for the amount back to the company. My advise is to do what I did. It took 3-4 months from ordering to refund but I was able to get a refund. Nasty Companies in China. Buyer BEWARE!

I'm the same, ordered a picnic table and got a skipping rope, thought what do I have to lose, its PayPal, but PayPal have not been helpful at all! It genuinely feels that they are either a part of it or intentionally covering up the scam. I opened a case and the seller gave a return address in Chinese, impossible to send a letter from outside of China using Chinese symbols and even if I did have it translated, im 100% sure it would be refused at the destination, meaning no return so PayPal still wouldn't refund and I'd be out of pocket even further. PayPal are purely working to script asking me to send the rope back to receive a refund and I've opened various chats and sent Twitter messages and I keep getting scripted answers, most of the agents haven't even read the case details and give a completely off the chart answer. I think that if PayPal had to admit that there's an issue, they would lose thousands in commission. If they won't give me my money back, I'll go through the process of chargeback with my bank. I've never done it before but if Lingc.Youp and PayPal collectively try to **bleep** me, I'll go ahead and **bleep** them back. If enough of us chargeback with the bank, then this scammer will be shut down. The only way PayPal will investigate properly is when they start to lose serious money. If they won't give back what's rightfully ours, then we should take it back.

Me too.  Exact same issue.  Believed my money was protected by Paypal.  I have discovered however that when the return address is issued to you in Chinese you can translate it online so you can at least send it back.  In my case (LCWLKJ or Ludozo) it is 51800 ShenzhenLonghua New District, Zhiyuan Middle Road, Shenzhen North Railway Station West Plaza A1 Property 208A, 2nd Floor.  Won't be surprised if the building gets bombed.

Same happened and no help so I scanned all info to get an email address and then continuously bombed the email addresses with no filter to my words. I sent an invoice for my money to them thru PayPal. After 3 months of back and forth, with them offering up to 70% of my money and me refusing it, I received my $19.97 back.

This is the message I sent to PayPal when they informed to return the items:

"The problem is this company sends junk and expects you to return it to get a refund when they know that the return will cost more than the cost incurred for the product

Each of these returns will cost in excess of 50$ CAD with tracking but only 13$ CAD without. The cost of each item is 19.98 USD so under 30$ CAD
PayPal returns only cover up to 30$, if accepted, for returns so the customer is out 20$ on a purchase worth 30$ makes no sense to return items so the company makes 30$ for sending you a junk dollar store item, pretty good scam if you ask me. Paypal needs to cover the full return cost or force these these business to refund full amount without returns as they are the ones who sent the wrong item
Paypal should ban these companies from allowing PayPal payment as they are known scammer
Customers count on Paypal as a sign that the seller is reputable, when there are so many complaints and requests for refunds, companies should be banned"
The PayPal agent that handled my case recommended the case be closed in my favor without returns
