Some advice? Asked to download an app via official paypal phone number?

Is it normal to be asked by people on the official paypal number to download an app if your ‘phone isn’t secure’? They wanted to refund a purchase that had apparently gone through overseas. My client is a mental health patient so it was very distressing and I wasn’t sure how valid it is. When we questioned the app (again, called the official paypal number) we were hung up on 3 times. As well as abused. Or is this just the norm for paypal customer service?

I dunno what’s going on but you have to be careful on the phone with PayPal. Sometimes you think you’re talking to PayPal but really aren’t. Scammers can tap into the line or PayPal customer service number redirect to scammers. It’s nuts out there.
Download what app? The only app, you should be downloading re: PayPal is the official PayPal app through official Google Play or the App Store. Still it is not required.
What is the situation? Something about a refund? Are you trying to refund your client? Or your client needs help with a refund on a purchase through PayPal?

Thank you for the heads up about the scammers, it was really distressing yesterday especially when I gave her the phone number direct from paypal website and she got abused/hung up on. As soon as I asked what the app was and why they needed it, they got defensive and abusive. I’m wondering if I can call them back to try and get the app information again. It was something about an app that generated a code so they could see her paypal information or something? I said to her that sounds weird, they should be able to do it on their end. It’s for a refund for a few things that have been charging her card via the app store - things she doesn’t remember purchasing. She had requested a call back via the paypal website and the first guy that called her ended up abusing her when we asked for more information saying ‘paypal didn’t have time to waste on customers like her’.
