Seller cancelled refund once dispute closed

Hi all. I paid for an item in November and still hadn't received it by april with lots of fob offs along the way. I open a dispute and they mark refund sent but once the dispute had been closed by paypal they have cancelled the refund and now it says I cant dispute as it's been settled. Email just said to contact the seller for info but of course they cancelled it so arent any help. Please help, what can I do to get my refund, I wouldnt care it was £5 but its £180.

Contact customer services and appeal citing failed refund.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
