Seller cancelled order without prior notice or reason and I suffered exchange loss of US$ 51.98

Order placed on 4-Apr-2022 and payment made via Paypal on the same day as per instructions from Seller “ranmohdno-0”.
Paypal debit my account HK[Removed. Phone #s not permitted]
On 13-Apr-2022, Seller refunded MYR 4,280 into my Paypal account without prior consultation nor advice. And, Paypal advised that they will credit HK$ 7,926.49 into my credit card account.
I suffered HK$ 389.87 loss in this transaction.
I emailed Seller on 13th and 14th April requesting for compensation but so far, no response.
Can I request Ebay / Paypal to look into this and appreciate remedy action can be taken e.g. to recover my loss of HK$ 389.87.
Any advice, please.

Typically, a refund is returned to you to the same payment method in the same currency the transaction was charged. Beyond 1 day of the date of the original payment, PayPal's transaction exchange rate (including our currency conversion fee) on the date of the refund will apply. The transaction exchange rate may be applied immediately and without notice to you. This means that you may not receive the full amount of your original payment due to the fees above and fluctuations in currency conversion rates. I'm truly sorry for any inconvenience caused.

Understand that Buyer's Protection cannot protect such transaction.
I think Paypal or Ebay should look into these sort of transactions and be able to provide something.
Depending on luck is not a solution.
