My pre-authorization holds in a different currency disappeared

I tried to buy my friend in the Netherlands a gift card from a Dutch website. Paypal notified me my payment was "pre-authorized" and it could take up to 72 hours because of the currency exchange rate. That was 9/21. Today Paypal does not have the notifications or any payment deducted from my account. The Dutch website does not have any orders listed for me and will not answer my emails. I want to try a different website but I am concerned that the charges will reappear on Paypal. I don't want to pay twice.
I asked the paypal assistant already and it says I have nothing on hold.
Will my Paypal be charged when there is nothing listed and also the website says I don't have any orders? After the 72 hours and nothing is charged does that mean it was cancelled or can it pop up in the future?
