I have a person who wants to purchase a drone that I am selling on Face Book marketplace for $8,000.
They live outside the USA, I believe it is in the UK.
She asked me to send her a Pay Pal invoice to an email address that she will pay.
She wants the item shipped to Houston, TX to her partner.
Will I be covered by Pay Pal Seller Protection?
My concern is:
1. The person paying is not the person receiving the drone.
2. The person paying is outside of the US.
3. Any other concerns I should have?

Welcome to the PayPal Community Forum, this is a great question. There are certainly quite a few factors at play here, so I think it's important to review our Seller Protection, Chargebacks, Chargeback Protection, and Buyer Protection to make sure you're comfortable with the sale and risk involved.
However, here are a few broad strokes. For a payment to qualify for Seller Protection, it would need to be a Goods and Services payment, and you would need to ship to the address provided to you in the transaction details. When creating the invoice, you should see "Items will be shipped to: Add address". I would recommend putting in the address they would like to ship it to.
When you receive the payment, I would double-check none of the information has changed, and as long as the "Ship to" address is still the address they previously provided, and you ship to that address and include and include a tracking number, you'll be covered in case of an Item Not Received dispute. There's not really a way to be 100% covered in the Significantly not as Described dispute type, its just important to be as detailed as possible in your invoice. If they open that dispute type, we'll still be as fair as possible, but there's always a chance PayPal may request the item be returned to you and then a refund be issued to the buyer.
Of course there's the chance of a dispute or chargeback, but there's also a chance the sale could be legitimate. But just in case, here are a few other things to look out for: How do I spot a fake, fraudulent, or phishing PayPal email or website?
