SCAM - Case was Closed with no refund (Though I have evidence to proof it)

On October 9th, I submitted a case with the following message:

 

"On October 8th 2021, Messaging account on instagram (pokemon_hoard) for a good deal on pokemon cards. They had a photo of the tins, and I gave them my Paypal. They told after confirming their request of the amount to "make sure you send under friends and family it's not my account" (Have pictures of all the messages between me and them through instagram still). After I did this, they say I will received an order confirmation email and my item will be shipped later that day. October 9th 2021, I check my email and did not received an order confirmation. I message them on instagram saying I did not received an order confirmation. They did not respond. Additionally, my items were never shipped and I became a part of a scam from this non-dealer."

 

The next day, October 10th, my refund was declined and the case was closed. I have evidence (screenshots) to back up my whole situation - including the messages I had with the person and their paypal username. Can I have my case be review again to received a refund?

The problems is that you paid as friends and family. When a seller asks you to do that, it’s a red flag for a scam! Friends and family payments are essentially “gift” payments with no obligation to exchange goods and is not covered by PayPal purchase protection. This is paid tuition for lesson learned.
