I noticed today something odd in my account, I was charged about 10 euros from a company known as Digital river, I never dealt with them before and after a bit or research I found out they deal with digital transactions and services. I have checked all my accounts embedded to paypal and have not found anything related to them - just in case I did so - and really have no clue to how they managed to charge me.
I was wondering other than setting down a dispute, and changing all security questions and passwords, what else should I do? Should I consider my credit card in danger and cancel it? I heard sometimes some frauds charge small amounts before wiping your account clean to see if they get away with it.
Also has anyone else been scammed by these people? What did you do?

Me too!
I received a notification that the payment had been made at 1 Mar 2021 04:22:30 GMT.
It is nearly an hour later, most of which has been spent reading the endless dross of EULA and checking both PayPal and mail accounts for any sniff of a notification that a payment was DUE. Instead I have to go through the hoops of claiming a refund. Unfortunately for them, I have a screenshot of the original page, that assures me that they will notify me when the next payment is due. That didn't happen, so on that technicality alone, they have breached their own T&C's. They didn't do, what it says on the tin.
By any metric you want to use, this is nothing more than "sharp practice" and should be legislated against. They may be registered in Ireland, thinking that they will be safe but they are dealing with me now. I will either get a refund, electronically, or seek redress through the Irish Small Claims Court. Small Claims Courts, Eire.
You don't really need to go to the town where their office is registered, but I'll take any lame excuse I can get for a holiday, some fishing, a few pints of Guinness and the chance of some of my money back. Is my journey really necessary? I'll let you be the judge of that...

I really don't care what you call me for replying to my own reply...
I had a very calming experience by bashing out a right good rant about payments being made without my specific authorisation. I had no sooner finished it and sent it than my phone buzzed. PayPal have issued me a refund!
If I was clever, I'd be full of chagrin now but I'm not and will have to settle for, chuffed to bits.
Thank you PayPal, for such a prompt and efficient service. Can I have my rant back, please?

Hi Siegfred,
I'm not quite sure what I can add to what has already been written on this subject. Other than to use PayPal procedures to reclaim your money...
I was fortunate in that I was alerted by SMS text message to the transfer, which made me go after them so quickly.
Be aware that there are a time constraints on applying for a refund, so get on it as quick as possible.
I wish you well on your task...
Pete.

It appears that I,too, have been scammed by these rogues. They took a payment of £74.99 without my knowledge or authorisation. Paypal also tell me that I have 2 "active" accounts for the same company,(now blocked) set up in January and March last year. I have never had any dealings with this company and have never heard of them until this payment went out. Again, Paypal is trying every which way to get out of reimbursing me, although they say my accounts are safe. First off they say they cannot repay me because the transaction is "complete". Secondly they suggest contacting Digital River, but their website doesn't show a trading address, e-mail or telephone number. Thirdly I have had no communications from DRI thus have no account numbers for the arrangements I supposedly set up. Finally Paypal have suggested that I contact my bank, when the payment went out of my Paypal credit account. Needless to say as no help seems to be coming from Paypal I will be cancelling that account. They couldn't answer the question of how DRI got into that account in the first place, other than I set it up. Utter nonsense.

Lorraine,
I wish that I could be more helpful but at the moment, I cannot.
I thought that it would be possible to claim an “out of time” refund from PayPal because you used your credit facility. Since this isn’t actually a credit card, per se but a “line of credit” extended to you for being a good customer, the rules do not apply.
If you may a purchase using a Credit Card, the Law offers you protection under the Consumer Credit Act 1974, of which you invoke Section 75 when making a claim. Unfortunately, the rules state that any Goods or Services must be of the value between £100 and £30 000. Since your claim is below the primary threshold, your claim would fail.
That being said, there is nothing to stop you writing to PayPal and asking for a review of the situation, understanding of your predicament and seeking an ex gratia payment. Don’t expect to recover the monies from years ago, as it would be impossible to prove that you did not avail yourself of those services and are trying to pull a fast one. Far better that you explain that, all efforts to contact them have failed.
Another option would be to contact AVG directly. AVG bought the rights to Gibson Research Laboratories who created the software, some years ago. Since then, they pride themselves on keeping both personal and commercial computers, safe. During the Melissa virus outbreak, I was getting two or three updates per day, as they fought to get on top of it. They were the only company doing this, as friends systems were dropping like flies and their antiviral rivals couldn’t cope.
Personally, I tested my PC here.. Sheilds Up! AND then changed my settings so that all mail had to be read online and never downloaded to my machine. If you need to create a new email address, do it here Free Mail Account and that will make you as safe as me, without the need for paying someone to check your emails for you.
When you have an email account on your machine, the mail is downloaded to the machine, meaning that it’s infected before you open the message or any downloads. The best way is to view mails, remotely.
I hope that this helps you, going forwards but I haven’t given up hope of finding a workable solution to this issue. Apart from blocking any repeat payments, in the future, read all of the stuff that comes with software, including the yards of EULA before accepting anything. The beggars will try to bury things that are untoward two pages before the end of two miles of legal garbage.
Good luck with your challenge,
Pete_the_Fish.

This just happens to be, your lucky day!
In a previous post, I stated that, “I hope that this helps you, going forwards but I haven’t given up hope of finding a workable solution to this issue.” And so, early one Saturday morning, whilst wait for a PC to load software, I went for a wander around the Web...
I found this, and I think that it applies to you, hopefully.

Look for the line that mentions refund and go with the link.
I wish you luck.
Pete.
