May i know this is frozen transaction?? need wait how many days and how solve

Need help ! i have a question , my friend use PayPal transfer from he balance ( 1120 ) USD to MYR to me ,and he transaction have done ,and he payment receipt down got write this :
' payment is not refundable or it cannot be charged back. probably the payment will be frozen for some days, unfortunately you can not charge it back because it is already confirmed. there will be delay for 15 days. there is minimum transaction limits between international transactions, transaction will reflect immediately in same day if you transfer $ 5000 to this receiver. '

Only looks very much like a SCAM to me !!!

Hi everyone! Thank you @kernowlass for your help getting the resolution started on this thread. Your help in fighting fraudulent activity is always greatly appreciated. 

 

@cjchiew199, welcome to the PayPal Community Forum! I agree with kernowlass' assessment here. This does not sound like a legitimate situation. You are normally never asked to send any amount of money - especially $5000 - to receive a payment from someone.
