HELP paypal Conflict resolution in favour of a FRAUD

Hello, I got contacted from a person on instagram to create digital designs for him.

We agreed on X amount of money to be paid with paypal, half prior and half at finalization.

I've worked more than agreed providing more that design variants he was always screenshotting and then asking for new visuals, ultimately he told me good you worked hard thank you , and didnt wanted to pay the rest. 

The day after he asked the refound on paypal saying I didnt shipped the "goods" I sent all screenshot to paypal to prove the agreement and the fact that were not physical goods, and you know what? PAYPAL didnt cared and I feel even control and gave back the money to the buyer! what should i know? Ive tried to call paypal call center but noone speaks english!?

Welcome to the PayPal Community! I'm sorry to hear a recent sale didn't quite go as expected. I can certainly understand how concerning this must be. Providing digital goods and services can certainly be risky as they have limited Seller Protection - sometimes none at all. However, there are certain pieces of information you may be able to provide to confirm you've delivered the digital good. Here's a very useful section in our User Agreement detailing What you would need to provide to confirm you've provided a intangible good. 

 

With that in mind, if you have one of those pieces of compelling evidence, I'd recommend reaching back out to our Customer Support to see if there's an option to appeal your case decision. They can be reached by clicking Contact at the bottom of the PayPal website,  through Twitter direct message, or Facebook instant message.
