I sent the payment and the seller never send the item, but only sent me tracking information

Click on the transaction and using the 'resolve a problem' link bottom of that details page open a dispute for non receipt of item > put in what has happened and escalate to a claim when you have that option.

IF you lose because the tracking number is fake and proves delivery but to somewhere else then post back for more advice.
