Fresh paypal account limited

hey, i have been limited from using paypal, even though i am using it for the first time and no transactions as well, can you please help me? and what's the paypal helpline number?

Go to the Resolution Center to resolve your account limitation.

If you were permanently limited—You can no longer use PayPal anymore:

Log out of all accounts.   

Go to https://www.paypal.com/uk/smarthelp/contact-us      

Click “Call Us” option under the “Common Issues’ section.   

Click “call us as guest” link to get PayPal contact numbers.   

Ask for an agent until they connect you with one.
