So I was selling something on Facebook this guy messaged asking if was still available and then said he wanted to send payment of 150 through palpay which is how much this item was going for then I had an email saying I needed to upgrade my account to a business account and get the sender to send another 200 has any had this before ?

Welcome to the PayPal Community Forum! I can understand how selling on Facebook can cause some hesitation. In the case you've described above, unfortunately it does not sound like a legitimate sale. You should not need to upgrade your account, and normally someone wouldn't send you more than what the purchase is actually for. I would recommend reviewing the following Help Center articles for a bit more guidance:
