But later, the buyer, without first writing to me, decided to return the money and PayPal returned the money. The buyer can block me everywhere and I do not contact him. Now I have a negative balance on my balance and my account is limited. I ran into a scam and PayPal too. What should I do? How can I solve such problem? Only thing you can do is appeal the case as buyer abuse. Have compelling evidence to provide to PayPal that buyer filed a dishonest disputes, chargebacks, or bank reversals.

Thanks for the help @sharpiemarker! I certainly understand how concerning this can be for you. As a seller you cannot dispute the refund in your PayPal account. You can request an appeal of the out come of the case by 10 days of the case closing. Here’s how to appeal the decision of a case:
Go to the Resolution Center.
Click Report a Problem.
Select Closed cases in the drop-down menu and find the claim you want to appeal.
Click Appeal in the action column.
