Hello. I believe I have been scammed. I purchased an item for $99 and never received it. I filed a claim which was closed in the seller's favor because the seller said it had been delivered and provided what I believe is fake tracking and delivery information. I did not receive the product. How do I take this further. Paypal closed the claim! I can't do anything about it!

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Paypal just sided with the seller in my dispute. The item was CLEARLY not as described. PayPal just let the seller keep my money instead of letting me return it. 

I just found out why PayPal stock is in the toilet. 'The consumer is never right' is a terrible business model.

I will use Amex from now on.

I will avoid PP like the plague.

Oh my goodness! My case was denied immediately after filing for a claim within 20 minutes of filing the claim. Here goes: This claim pertains to an item that I ordered a month ago (6/29). I didn't see any update on my order status so I emailed the seller today (7/30). Immediately after emailing the seller; I received an email back saying "Address not found" and no such email address exist. I proceeded to contact PayPal and file a dispute. I sent them proof of the emails and also sent proof of my purchased item. Little did I know, they sided for the seller and denied my claim WITHIN MINUTES of filing the claim. I tried looking for the Appeal option but don't see it at all! SMH. OMFG. I have been with PayPal since 20 years now and this is MY FIRST DISPUTE.What other similar ones like PayPal are there. Looking to move ASAP!

I’m not sure what you mean. I selected the transaction then created a case by requesting for a refund. I don’t see any way to escalate it at all.

This just happened to me as well. When I opened my dispute on the 23/7, I took screenshots of the address Royal Mail track and trace delivered to, which was nowhere near me. I also messaged the seller on several platforms including here on PayPal, with no response. So today I escalated the claim. It was denied in less than half an hour. I'll be contacting live chat in the morning to try and appeal the decision. I can't believe that this sort of thing isn't reviewed by a person.
