Hi, I think I might have been scam on an 17 inch Dell laptop I bought for $113 on facebook on September 13 , transaction through paypal. The Seller say it was shipped but provide no tracking number for me. Ten days after the ordered date I contact the seller thrice to follow up but Seller won't reply back to my emails . I wanted a refund so I open a dispute case with paypal and was deny because the Seller provided the tracking number info from USPS to Paypal. I now finally got the tracking number from Paypal and went on USPS, it say that my package was already delivered to my house, but i have not receive any package. I then email USPS about the delivery so now I am waiting USPS to reply back. In the meantime I've checked the product information on USPS and the mail service the Seller used was First-Class Package Service so I look up First Class package. This service only ships light-weighted item.(someone please correct me if I'm wrong). A 17 inch laptop is not light-weight therefore I think I got scam. What can I do now since Paypal have close my case? What can I do now? How can I prove that the Seller scam me by shipping something else other than the laptop that I ordered. Any help would be appreciated. Thank you

Gather all your evidence. Ask USPS if the address on the package is even yours while you’re at it.
Then message PayPal (bell icon) to appeal referencing the case number.

Explain the whole story about the tracking/service level used, asking that they recheck the tracking and your evidence. Provide the sale listing and any documentation from USPS.
If PayPal won’t reinvestigate or deny your appeal, file a chargeback with your credit card if that’s how you paid.

Update: I got a reply back from USPS that it has marked as resolved! USPS stated " The package was delivered correctly to the address on the package in Richmond CA 94806. Please contact the sender about them mailing the package to the wrong address. The package did not have your address on it."
First of all , my address in not in Richmond. The sender deliberately put down the wrong address. How can I contact the sender when she/he deliberately wanted to scam my money. Can I used this USPS email as prove that the sender did not sent it to my address, but on the tracking system with the tracking number it say the package was delivered to San Pablo (this is where I reside). How can I refute this?

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Same here! Tracking number used on three different orders at different times. All I got for my $300 was a tee shirt. How does paypal allow this.

I was scammed too. I opened a claim and the seller responded with shippers carrier undefined, what do that mean if several people has had this issue with this seller why is PayPal denying customers claims
