Dispute. No goods received

How do I get my money back when the transaction doesn't appear in activity nor resolution centre and cannot raise a dispute. I have the emails confirming my payment was received but goods have not arrived.etsy says the shop is closed. No help from paypal

If you need help for a guest buyer transaction then you can;

1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
