Why is refunds from seller being held by PayPal?!

So I bought items from a seller which he apparently shipped by Royal Mail on 1st may (yep, apparently he found a post office open on bank holiday Monday).. Surprise - they didn't arrive and when I asked for a replacement he 'had just sold the last ones and would have to order more' (on 3 separate items.) I've already waited too long as he still insists he shipped them on bank holiday Monday and have now asked for a refund which he promptly authorised. That was a week ago and the money is still 'pending', not in my account. I paid from PayPal funds, not a credit card which is paypal's normal excuse for delays ('your bank, not paypal' - as if everyone is stupid enough to believe this). Why and how can they do this? It's not right! From the other rubbish I've read on this forum I'm sure someone will tell me it's to do with the seller not having money in their account but this is also lies. When a buyer asked me for a refund the money was taken by PayPal from me and returned to him even though there wasn't enough in my account, the sellers account should simply go into negative balance. If PayPal really aren't refunding people on time because a seller doesn't have money then this proves the 'buyer protection' is nothing but a lie. What if the seller never had enough money? Will it be on hold for ever? Yes=proves buyer protection is a lie and No= proves their reason for holding it is a lie. When I bought the item I noticed 99.4% positive feedback, the same as mine as I had 1 complaint during an illness. Except he's a power seller with 200,000 feedback so 0.6% neg is a lot of bad deals! Without that many refunds and cases opened shouldn't you be holding his payment (like u do with mine everytime I sell something higher than £100). How much longer do I have to expect to wait?

Paypal can't give you what they have not got yet.
Takes 5-7 working days via electronic (not wire) transfer for payments to transfer from a sellers bank account to paypal > to you.
A lot of sellers don't keep funds in their paypal balance so refund from a bank account.
If you don't like the facts then not a lot else i can say, most folks understand this when its explained to them.
Advice is voluntary.

Maybe you didn't read all my post, it was paid by PayPal from PayPal account to PayPal account. The seller had over 200,000 feedback with an average of 70 sales per day. Clearly there is some money in his PayPal account. I very highly doubt any seller logs into their PayPal account 70 times a day to withdraw money the minute it arrives. If there is any truth why do PayPal not hold the money from new sales like try do with mine. I've contacted the seller and the money was taken from his PayPal account instantly. So what are you on about 'they can't refund money they don't have'. Your statement is based on what? I came to this forum years ago on behalf of my ex who was having trouble and YOU (personally) Kernowlass were very helpful. The posts I've looked over recently though, maybe you are tired and can't be bothered anymore or maybe you've been given a script to read but your derogatory, snide, ignorant and frankly offensive remarks make it very clear you really shouldn't be part of this forum advising people anymore. A volunteer advisor shouldn't really have any reason to get rudely offensive at comments directed towards a multi national company such as PayPal.
