Yesterday, I was sent a payment from a seller on Ebay for an item that I never received. However, when I checked my Paypal account, my account has not been credited, but there is a button that says 'Issue Refund'. I don't understand, what this is, as I am the person being paid. I don't want to click on the button, in case I lose my payment?
Can someone explain?

You were sent a payment for a purchase that you did not receive .... sorry, that sounds totally backward.
Did you sell something? If yes, then when someone sends you a payment for an item, you will have the "option" to refund the payment if there is a problem with the item.

No, I paid for 2 items from the same seller, which I never received.. I was refunded back for one, and when I contacted the seller, they sent me the payment for the second one, which is the one in question?

Sounds as if the seller did not use the "refund" option but the "send money" option.
They do this sometimes if they are new and don't know where the refund option is OR if the refund option is no longer available after 60 days of you paying.
So as you were sent money paypal probably deducted a small fee as they considered it a payment to you as a seller....that is why you got the issue refund option...........it is put there for a short time after a seller is paid in case they need to issue a refund and don't know where that option is...........it is not an instruction to go ahead and refund.
