Missing money at PayPal end

I opened a claim though PayPal and in the meantime reached a resolution with the seller. They agreed to refund back to my PayPal account. The refund didn't show up but when I went back to them they said it was because the claim was open and once they send monies to PayPal they don't get it back. It was suspended by PayPal until the claim was resolved. So I closed the case. Have emails from seller confirming they have repaid. Certainly enough for a small claims court if untrue and they are a big (ish) company so I believe them. I've sent PayPal loads of emails trying to get the money released (or at least confirm the money flow so that I can go back to seller to say PayPal returned the money to the seller). PayPal sends me emails telling me they'll do nothing else as the case is closed. Point it, I don't need resolution with the seller. I need to receive the money via PayPal as the seller has sent it, or have confirmation from PayPal that they rejected the money and it went back to the seller. In which case I can follow up there. This is about money flow. Not resolution. Has anyone else had this issue with PayPal just shutting down assistance?

If you had to close a dispute to receive a refund then it would make the dispute process pointless really wouldn't it.

Of course the seller can refund whilst its open, in fact that is one of the ways to close it, issue a refund and it closes automatically.

Thanks. According the seller PayPal has put a temporary hold on my account. This is why the money can't transfer, PayPal has put a suspension on the transaction ID. I just need them to remove it and make the account open.
