Fees on refund? And High at that!

I purchased an item from someone, paid for it, then it was lost in the mail. The seller just sent me a refund and PayPal charged me a fee. My understanding was that refunds within 60 days were free.
Also, the fee for the refund was really high. The purchase was $95. The fee to me was $4.01. This does not seem to correspond with any of the fee structures I can find. (It equates to 3.9% + $.30)

How did the seller send you the Refund? If the seller simply sent you money, then yes, you would end up paying a transaction fee however, if the seller used the Refund feature, then the funds would be credited back to whatever source you used to Pay and no fee would be applied. Sounds more like the Seller made the mistake.
