Ok, Some clown rips me off for $650 after all the B.S. I get the money back and now it's pending....

Why is it when I sent the money it was instant and now I have to wait to get it back?

If the seller's PayPal account balance was not sufficient to cover the entire refund amount, the refund will be handled similar to an echeck payment where the funds take 2-5 business days to be removed from the seller's bank account and transferred to your PayPal account balance or your credit card account.

What if he moved money out of his bank in the 3-5 days? How do I know that I actually have the money."PENDING" tells me nothing....

Pending tells you that the seller has initiated a refund... the refund will be completed when the funds have been successfully transferred from the seller's bank account.
