Can I refund to credit card?

I need to refund an ebay buyer but my balance shows zero now. Can I refund by charging it to my credit card? If so, how because when I go to "Issue Refund" it won't give the "Issue Refund" button to click on after reviewing the credit details.

You cannot send the refund from your credit card because it would behave like a cash advance without the associated cash advance fees. Your refund needs to be funded by PayPal account balance or bank account.

Thanks for responding. So, I need to go to the bank and make a deposit and then add that account number to refund the money?
Why is it that when someone pays me, it adds it to my account and then when I pay someone, it takes from my acct instead of just charging to my credit card. The money was there until they took my acct money to pay for a charge instead of using the credit card I have on file.
How can I fix it where they charge my card when I make a payment and not take it from my acct funds?

You can not refund using a credit card unless you and the buyer agree to send the refund as a personal payment,
The other response is correct that you may be assesed a fee by your credit card issuer since its not a purchase for an item or service but you can clarify that with your financial institution first.

Ok, so what steps do I take to get the buyer to agree. I've never had to refund money before, and I don't know what steps to take. There no cost to the buyer, is there?
