If you already have a VERIFIED PAYPAL ACCOUNT (added a bank and confirmed deposits or online/ approved for PayPal credit), your PayPal account may not be linked yet to your eBay account.   Check if this is a FIX: Log in to your eBay account. Go to "My eBay." Under the My Account section, click "Addresses." Click "View all Shipping addresses." Scroll down past the addresses to the "About Addresses" section. Click "remove" to remove the PayPal link. After the link has been removed you will see an "Add PayPal Addresses" button. Click this button. Log in to your PayPal account when prompted and click "Continue." You will then be taken back to your eBay shipping addresses where you will now see your PayPal addresses added. You can not refund using a credit card unless you and the buyer agree to send the refund as a personal payment,   The other response is correct that you may be assesed a fee by your credit card issuer since its not a purchase for an item or service but you can clarify that with your financial institution first. ...     Its not PayPal's fault that you already used the funds you received for your payments.Whenever you receive funds, PayPal place the funds to your balance for you to decide if you want to transfer it to your bank or use it for your purchases.   Since you made the transaction using the funds you received from the buyer you want to issue a refund to, you will have to use the funds from you bank for the refund.   Its just a matter of exchanging funds ...    If your payment is not posting to your PayPal account or the status of your eBay payment is "Pending", your payment could have been sent to a different email address. To check what email address the payment was sent to:   Find the item you sold, scroll to the bottom of the listing and click "Sell one like this." Go to the "Decide how you'd like to be paid" section which will display the email address that was used in the listing. Here are some more tips: If you have not received a payment, please contact the buyer directly to confirm if the payment has been sent to your correct and confirmed email address. If the buyer confirms the transaction status is unclaimed, please ask the buyer to cancel the unclaimed payment and resend the payment to the email address associated with this PayPal account. If you found the payment was sent to an old email address and it's still active, add and confirm that address to your PayPal account. Once it's confirmed, you should receive the payment. You can then remove the old email address and correct the address in the sell your item form. If you can't receive emails at that address, ask your customer to cancel their unclaimed payment if the cancel link is available. You can send a money request for the payment if needed. If your customer is unable to cancel the payment, it will be returned to them in 30 days. If you used a third party to list your items, open the program or contact the customer support of the third party to change the email address you provided. There are a lot of reason why PayPal needs you to add a credit card or debit card.   1. Seller needs a confirmed address to ship the item to (Seller Protection). PayPal confirms/ validates the billing address with most financial institutions. 2.If you only have a bank account on your PayPal account and the funds is insufficient to cover the full amount of payment, you can only submit the payment into a form of an eCheck (for the full amount) 3. If you only have a PayPal account, no credit cards or confirmed bank account, you cant really make a payment. PayPal needs info to validate your identity.     ... View more

Are you the seller or the buyer? Did you used PayPal Debit card and PayPal Credit as a back up funding source?   If you used the PP debit card and you want to dispute the transaction, file a chargeback using your PayPal account.   If you are the seller and you received the payment, you have 60 days from the time that you've received the payment to issue a refund.   Click on the details of the transaction, scroll at the bottom, and you should see an "issue refund" link.   Contact PayPal if this does not full address your issue. ... Many Businesses help other businesses grow/ earn MONEY, given that both parties sign a contract. An ACH transfer can not be cancelled by PayPal once submitted in the system. PayPal only request for the transfers from the bank and recieve responses electronically if the transaction is honored or not.   You may incurr a NSF fee or overdraft fee which you can request for your bank to waive.   In these situation, PayPal encourages their customer to contact the financial institution to resolve the issue.   ... If positive feedback is left on your eBay account, the funds should be released after 24hours. If the transaction remains on hold, you can contact a rep to have it release automatically.   You only need to meet one criteria . Below are the criteria and time frames for releasing the funds. Positive feedback- after 24hrs Confirmed delivery-3 days after confirmed delivery No disputes- 21 days without open claim   As you can see, PayPal is Pro buyers and sellers. PayPal make sure that the buyers receive the items in good condition, PayPal pushes the seller to be a "Good" seller.   How many of you guys have been scammed by merchants?
