NEW 2011 IRS PAYPAL LAW, $20,000 in gross payment volume AND over 200 payments

OK...why is Paypal sending me emails requesting my social security number? I read the link that they supplied and the link says that information will be reported to the IRS if you have $20,000 in gross payment volume AND over 200 payments in a single year. I do have over $20,000 in gross payments but only 23 payments (sales transactions). I am no where near 200 payments received and I will never sell 177 items by the end of the year to make 200 payments. In fact, I'll be lucky if I sell anyother 10 items between now and December 31st. I called Paypal yesterday early morning and tried explaining this to the representative and all he said was that if I didn't supply my social security number, Paypal would suspend my account. I then asked the rep to have a supervisor call me. Well, this morning there was a message from Paypal saying "We attempted to reach you via phone per your request to speak with a supervisor, but we were unable to reach you". I was home all day yesterday and I also checked my caller ID and Paypal never tried to call me. I have been a great customer of Paypal and this is how they treat you....by not calling you back but lying and saying they did. I have just about had it with this company. If I was anywhere near the 200 payments, I would give Paypal my SSN, but there is no way I will give it to them without even coming close to the requirements of 200 payments set forth by the IRS. Is anyone having the same problems with Paypal that I am?

If anyone is having the same problems with this situation as I am, please reply because I feel that this is ridiculous.
