How am I supposed to pay my print shipping if my receiving payment is on hold?

I'm trying to print the shipping label for an item I sold on eBay and which I'll be sending with USP, however, I'm getting this error message:

 

Your payment for shipping cannot be processed because it exceeds your available balance. To raise your balance, you must add funds to your account. Please note that it may take 3-4 days for any funds you add to become available in your PayPal account.

 

The thing is I DO have funds on my PayPal account but it's appearing as pending balance.

 

While you establish a successful sales history on eBay, in most cases, funds from eBay sales are available in 21 days - or sooner, based on how you ship the order. To help get your funds faster, print your shipping labels on eBay or PayPal, upload your tracking information, or mark the items as shipped on eBay. If your buyer reports a problem, it may take longer to get your funds. 

 

I did know about this whole 21-day pending issue and I even got an email notifying me that my account would be subject to this BUT a few weeks ago I got another email telling me that my account would no longer be subject to this unless otherwise state it. 

 

So, since I cannot use the money from my eBay auction, am I suppose to pay with my wallet the shipping label? AND THEN wait 21 days to get my payment cleared, what is this?!

As you can read, my account was NOT supposed to be subject to this 21-day nonsense.
