paypal order with platform_fee problem

Good day,
Trying to create an order using API (OrdersCreateRequest). Order creating normallt, Im getting back approve link, trying to pay with this link and getting message:
We aren't able to process your payment using your PayPal account. Please go back to the seller's website and try using a different payment method.
This is even from sandbox account (created a business and two personal accounts)
receiver: personal
platform_fees - business
and trying to "pay" with sandbox from another personal. no luck.
Any thoughts?

I have the same problem. As result I get 500 error and "An internal service error has occurred." message in description. No any specific error code.
