I have this same issue, and for the longest time I was convinced that the redundant cycle of information & processing (IE : Asking to text for verification twice -- submitting code -- twice -- still failure to verify- - and yes i've tried the "Call me" option but they never even called) -- -was on my end thrugh some sort of mechanism such as cookies , history, browser, cpu, wifi , 3g , and so on and so forth,,, the variables if you will. k, so I attempt to eliminate the possibilities and still it seems that there is some magical genie that decided when I CAN and CANNOT access funds. I really don't understand, and although i've saught out an explanation numerous times -- I get the "run-around" fix the issue and stop lying to your customers .

I love how PayPal has no solution for this probem.
They simply say, "try again in 48 hours. But, don't try too many times or your account will be perminently blocked."

My colleague suicide because of this issue. He used to transac with paypal to his clients but apparently paypal security didn't allow him to access his acc anymore, service fixing took 2 months before the acc is accessible, unfortunately my friend died, he hanged his self 'cause of depression. All his clients are raging upon him and pressuring but he can't do anything because his paypal acc has been lock for 2 months. Now I'm facing the same issue, I can't log in too. I finally understand the frustation my friend have been, it's kinda ruin your life a bit.
