Subscriptions Cancelled via the REST API Without PayPal User Issue

We have a PayPal REST API integration that manages customers subscriptions. We have heard feedback from clients using our integration, that Subscriptions are NOT cancelled if the user who subscribed does not have a PayPal account.
Is there an issue with cancelling subscriptions via the REST API endpoints, if the subscription was setup using a Credit / Debit card instead of a PayPal account?
I've read that if there is no PayPal user attached to a subscription, they need to manually contact the business to cancel the subscription. Is this true, or should cancelling subscriptions via the REST API work?

Did you ever get any resolution on this? I'm about to implement subscription integration into my website, and assumed that customers would be able to manage everything from the website themselves.
