How to register business account for a company located outside of US?

I want to open a Business Account for a company located in UAE. At first, it allowed me to choose the country, but then it asked for an EIN in US format and an address in the US (it asks to select a state even though I've chosen UAE as the country above). Does anybody know if it's possible to register a business account for a non-US company?

Paypal is country specific so you have to open a Paypal account registered in the country where you live. You would then need to add an address / phone number / bank accounts / cards from within that country.

If the company is in the UAE then open a paypal account registered in the UAE.

When you click to register there is a drop down arrow. U.S is the default country at the top (as Paypal is a U.S company). You then click and scroll to get down to your country.

You can't use another countries paypal account ie you can't use a U.S paypal account which it looks as if you have opened in the UAE.
