service problems?

I am waiting to send a refund to one of my customers and cannot seem to do this the screen keeps saying unable to process due to service problems is anyone else having the same problem?

In general, this error may happen if you do not have enough balance on your account. Please note that you will need the whole amount of the payment that was sent from the buyer (including taxes) in order to refund the payment.
