As you have given 0 info on type of transaction, country etc then no.
All you have done is open x2 threads with the same question.

Im busyness user from Croatia/EU and for over a month now I cant withdraw part of my balance to my credit card (confirmed of course)
This would have been my first withdrawal, but Im keep getting that same message. Im gathering that balance for over a yer now (as a seller)
And Im also not getting any help from Paypal customer service.
Can you believe that?
And what should person do in this situation???????
YOu have money in the bank - but bank keeps saying, sorry, try again later. Than later, sorry, we cant process it now either, try again later. Than again later, etc etc etc etc etc etc etc etc etc etc etc etc etc etc , same thing over and over agian, not giving you your money.

To answer the last bit first, you can't add a local bank account to a Paypal account in your country, you can only add a card.
BUT you should be able to withdraw to that card as long as its a card that is accepted and has available funds and is confirmed.
However you did say 'part' of your balance you can't withdraw so is that part in another currency or is it pending?

It is totally "clear" case of withdrawal, not special in any way, no amount of my balance is held, my card is of course confirmed I used it numerous times.
I said "part" of my balance because i tried to withdraw part of my balance (little more than half of whole amount). That should not be any issue .
I could not do any withdrawal, no matter what amount, and never did withdrawal before. I just attempted it in last cca 1 month or more, and Im always getting this same message and so practically I cant withdraw any of my funds. They are just sitting with paypal to use them as theirs.

I've been getting this message for the past 48 hours. I called yesterday & the rep told me to try 24 hours later...he said it wasn't a hold on my account..it was something with their system...24 hours later I tried & still had no luck. I've literally been on hold right now with PayPal for 3hours 40 mins & counting. I tried chat but the rep said I needed to call for security reasons. I was able to transfer to my bank account today; however, I HAVE to send the rest of the balance to my debit card ASAP. It seems other people have had this issue in the past. It's weird that I can't find a response from PayPal about this issue anywhere online.

I gott reply from their email service that my account is liited and that I tried to withdraw above my limit (My account didnt had any issue and was not liited in any way - this liits of 2500$ per withdraeal I cant find nowhere in my paypal or on theinternet and I cant find instructions to lift that liit except instrucitons which are totally not pertaining to my situation - ther is one question in FAQ regarding confgirmation of your identity etc and credit card - but my ide tity has been double-checked already etc etc)
SO, thats it, I tried to withdraw 4400, and my limit somehow is 2500USD per transaction. I withdrew 2500USD to times.
After first withdrawal, I received message that my account is limited

Than I withdrer 2500USD more.
I didnt had time to call them whats this lall about, aand why I have such limit. And do i have to worry about US IRS, because I have some US buyers, and ocassionally (Im a dropshipper) I ship them items from US (from some other online seller in US). But with this kind of transactions I far away from 20.000 USd limit for IRS, but maybe I have over 200 transactions, im not sure.

I live in the United States! I am a citizen! I have a verified bank account! I have spoken with customer service and they said my limit for withdrawl is lifted!
For an entire week everytime I try to transfer my balance to my bank through withdrawl I get the message:
Right now, we’re not able to complete this transaction. Please try again later.
This is fraud on the part of Paypal. I am going to report Paypal to the better business bureau for illegally holding my money.
They will not respond to my emails. Chat and customer service did NOTHING to help me get my money. They want to charge me money to even get a check!
Not happy and will NEVER use paypal in this manner again.

I'm having the same issue for the last 2 weeks. Have a confirmed bank account and debit card, but get the above message no matter how I try to withdraw (can't even get a check!). The message center is also buggy, and customer service seems to only be able to reply to my original inquiry and not any of my responses.
I have tried everything suggested:
- clearing browser history
- new browser
- new device
- turn on location services
