Every single time I've created account, does not matter what type of bank account i use or which cards i add.....ALWAYS ALWAYS ALWAYS have issue and it declines more than half the time. Ineffective if you ask me

You are only ever allowed 2 paypal accounts and only then if 1 is personal and the other is business.

If you have 2 or more of the same type then you risk both and subsequent ones being limited.
