It does take that long as you can see from this link.
https://www.paypal.com/us/smarthelp/article/what-is-an-echeck-faq1082
And I have already stated in option 1 of the above post, the seller issued a refund from their bank account, takes 5-7 working days.
If there were insufficient funds in would FAIL and be cancelled.
If there were sufficient funds then it would clear in 5-7 working days as per link.
Advice is voluntary.
Kudos / Solution appreciated.

Pending refunds can only happen for two reasons.
1. The seller has issued a refund from their bank account which takes time to process....about 5-7 working days dependent on their banks processing times.
2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

Guess what? I just spoke with Deb, a customer service agent who was honest with e - not like all the other PayPal agents I have spoken with in the last few days! Deb, gave me the facts. The merchant, authorized a PayPal eCheck from her bank . She did NOT have the funds to cover the check. It does not take that long to process at all. It was because she fraudulently wrote a check for the refund without the funds to cover it. I contacted this merchant and she blamed PayPal, Spotify and me, for being "impatient"! She is a FRAUD. A PayPal manager, as well as two other paypal agents told me to wait untiI July 30 before I place a dispute. My gut told me to disregard the advice and so I initiated a dispute with PayPal two days ago. I also placed a dispute on the this charge with my bank so I would not be responsible for payment. I believe if I did not, she, the merchant, would not have deposited the funds to reimburse my account. Hopefully, PayPal places sanctions on her. She should not be allowed to do business. Anyway, I wanted to fill you in. I should expect my refund to be confirmed tomorrow according to Deb. FINGERS CROSSES. It appears the funds are now available.
