I was paying for a work expense through Paypal the other day. I have added my credit card to Paypal for this reason.
Unfortunately, I had a Paypal balance active on my account. Paypal used this balance first, and then made the payment on the credit card.
Is it possible to get Paypal to refund the balance to my Paypal account, and then charge my work credit card, for a specific transaction?
There are no options in the resolution centre for this issue.

Sorry, that is not possible.
If not too late, ask the merchant to cancel the order and refund you and the funds will go back to the original funding sources. Refund arrival may differ depending on fundings sources: PayPal balance: fairly instant, Credit Card: a week, up to 30 days.
Go to your PayPal Wallet and select your credit card as the preferred payment method. Then check if the site made a billing agreement on your automatic payment page: go to account settings (gear icon) > Payments > Manage automatic payments and click merchant if it’s listed there and click Cancel on the right side.
Then try purchase again and make sure the correct payment method is selected during checkout.

Welcome to our community, and to answer your question, you do have the ability to use both your PayPal balance and a credit card to complete your transaction. PayPal will use the amount in your PayPal balance first, and then charge the remaining amount to your card. The process is fairly simple but if you have any issues completing your payment, please feel free to contact PayPal support for assistance.
